The ITU has recently published some of the SDL standards that came into
force in October 1996.
You can now obtain:

However, it seems that the ITU still has not published:
a) the methodology supplement to Z.100 (relevant to the use of SDL, MSC and
SDL with ASN.1);
b) MSC-96.
