Simple: Save(signal_3) also in state_B.
 
The semanics of save is that the save queue is emptied (moved) into the
input queue after a transition to a new state. The saved signals (if any)
are placed FIRST in the input queue, and in the order in which they were
saved.
 
I suggest you buy a textbook on SDL!
